Compensation Range$6,631.67 - $9,533.25 CAD Monthly

Job Summary
The Programmer Analyst I programs software application modules and codes, tests, debugs, documents, and maintains those modules.
Organizational Status

The Programmer Analyst reports to the Manager, Application Development. The Programmer Analyst works independently as well as within a team of project specialists. May receive requests and instructions from specific client project managers, depending on projects. Works closely with a broad range of stakeholders including management and staff of UBC Facilities, UBC IT, functional experts from administrative and academic units.
Work Performed

Specific Duties:

  • Works on a variety of projects ranging in complexity. Project types include creating web application modules, assisting with the operation of Electronic Document Management Systems such as Laserfiche, e-forms and work-flows, business process mapping, records and information management process design, enterprise document management system implementation and planning.

  • Maintains departmental software used to manage both paper and electronic records and makes recommendations for process improvement.

  • Documents record process programming requirements and the definition of business rules.

  • Prepares functional, system and program specifications for work flow creation.

  • Develops test cases and validates test results during user acceptance testing and system acceptance testing stages. Typically performs functional process testing.

  • Participates in the development and implementation of new and amended policies and procedures pertaining to electronic document management; drafts new e-forms and assists in the preparation of document process work-flows.

  • Prepares procedures, processes and technical documentation for current and changing procedures.

  • Provides project status reports

Core Duties:

  • Programs small/discrete software application modules.

  • Conducts testing and debugging of small modules to ensure application meets specifications.

  • Prepares programming documentation for assigned programs.

  • Supports software development lifecycle, and applies and follows appropriate programming/development methodologies and best practices as instructed.

  • Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.

  • Participates in project planning and implementation.

  • Builds and maintains good working relationships and collaborates with others to achieve client objectives.

  • Performs other related duties as required.

Makes decisions within established guidelines regarding the application of computing devices or programs to meet set requirements or makes decisions regarding solutions to defined problems.
Supervision Received
Works autonomously with direction provided by Record Systems Administrator. Must be able to contribute actively and collaborate openly as a team member. Work is reviewed in terms of achievement of desired results.

Provides leadership and education to other staff in the department and/or on the project team on demonstrated areas of expertise.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of two years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

  • Experience in web development using ASP.NET, C#, and JavaScript an asset.

  • Experience with MS SQL server and writing SQL queries an asset.

  • Ability to interpret and apply complex legislation, policies, regulations, and technical information.

  • Collaboration - Participates willingly by supporting team decisions, assisting other team members, and doing his/her share of the work to meet goals and deadlines. Informs other team members about client-related decisions, group processes, individual actions, or influencing events. Shares all relevant and useful information.

  • Communication for Results - Speaks and writes to peers in ways that support transactional activities. Shares information and asks questions prior to taking action.

  • Problem Solving - Asks questions and looks for data that helps to identify and differentiate the symptoms and root causes of every day, defined problems. Suggests remedies that meet the needs of the situation and those directly affected. Resolves problems and escalates issues appropriately.

  • Accountability - Asks questions and provides feedback in an effort to clarify mutual expectations. Seeks advice on tasks and responsibilities when needed.

  • Business Process Knowledge - Identifies and documents processes within area of responsibility. Seeks guidance on aspects of process that are out of immediate scope. Drafts procedures that comply with the process.

  • Information Systems Knowledge - Aware of the primary uses of technology by customers, learning the systems of the enterprise and the customers affected. Responds to day-to-day requests for technical support in areas of primary usage. Escalates questions and problems to relevant technical expert groups.

  • Ability to analyze and redesign work flow/business processes to make them more efficient and effective.
