As a Procurement Manager you lead Hall’s procurement function across multiple divisions and project types. This strategic role is responsible for developing and maintaining vendor partnerships, negotiating contracts, and leveraging Hall’s purchasing power to achieve cost savings, operational efficiency, and compliance. This position supports Estimating, Project Management, and Operations by ensuring timely procurement of materials, equipment, and subcontracted services. This role will interact with Estimators, PMs, Division Managers, Leadership, Subcontractors, and Vendors — professionalism in all interactions is expected. You will be responsible for overseeing procurement processes, vendor performance, contract execution, and continuous improvement of company-wide purchasing strategies. As a Procurement Manager you will lead initiatives that influence long-term cost control while ensuring alignment with Hall’s risk, scope, and financial standards.

Your day-to-day will look like: 

  • Lead the full procurement cycle — sourcing, negotiating, contracting, issuing POs
  • Develop, maintain, and optimize Hall’s Preferred Vendor & Subcontractor List
  • Review, approve, and sign off on subcontract agreements to ensure alignment with Hall standards
  • Negotiate pricing agreements, rebates, incentives, and volume-based discounts
  • Support Estimating and Operations by aligning buy vs. rent strategies with project execution requirements
  • Conduct vendor performance audits and provide recommendations for retention or replacement
  • Monitor market conditions, pricing trends, and supply chain risks
  • Ensure procurement compliance with financial controls, company policy, and ethical standards
  • Maintain accurate records, reporting, audit support data, and documentation
  • Mentor purchasing staff and support internal collaboration across divisions

You have the following qualifications, technical and interpersonal skills: 
Qualifications:

  • Years of experience: 5–7 years of progressive procurement experience in the construction industry 
  • 2+ years in a management or lead role
  • Education: Post-secondary education in Business, Supply Chain, or related field
  • Designations: SCMP or CIPS designation is an asset
  • Experience reviewing and approving subcontract agreements
  • Valid BC Class 5 Driver's License

Technical Skills:

  • Proficient in ERP / accounting systems (Acumatica is an asset)
  • Advanced Excel — pivot tables, Power Query, spend analysis, reporting
  • Strong skills in Word, PowerPoint, Teams, SharePoint
  • Skilled in cost-saving identification and procurement strategy execution
  • Ability to prepare procurement performance reports and vendor scorecards
