Assists the Program Manager with supervising staff, scheduling, administration, program planning, budgeting, training, recruitment, and daily operations. Develops and evaluates individualized support goals for people with disabilities, ensures licensing and safety compliance, manages emergencies and facilities, organizes activities, maintains records, and supports relationships with families and community partners. The role may participate in an after-hours on-call rotation.

Administer employee onboarding, lifecycle changes, leave processes, records, clearances, recruitment support, HR reporting, engagement initiatives, and unionized employee relations. Maintain HRIS and personnel records, coordinate compliance audits, support grievances and health and safety activities, prepare employment letters, and improve HR processes while providing confidential service to employees and stakeholders.

Administers employee benefits, pension plans, disability claims, and immigration compliance programs. Partners with HR, Payroll, managers, employees, and external providers to maintain accurate records, ensure legislative and collective agreement compliance, support permanent residency applications, prepare employment documentation, analyze HR metrics, and improve HR processes. Provides guidance on total rewards, benefits, pensions, immigration requirements, and related policies while maintaining confidentiality.
