Job Overview: 

With minimal supervision, the Sr. Project Controls Specialist (Quantity Surveyor) is responsible for independently applying Planning and Progress Measurement procedures, Quantity surveying, Cost Control procedures, best practices, and analysis to large EPC projects. This role will also need experience in Risk and Change management processes.

Salary Range:  $150,107 - $174,295 CAD. The range provided is for contracted hours only. In addition, McDermott offers a competitive total rewards package, including project up-lift and bonuses.

Responsibilities

Key Tasks and Responsibilities: 

  • Applies sound knowledge of Project Controls principles in general
  • Estimating quantity as per Approved for Construction drawings based on actual onsite change in quantity as per site conditions
  • Coordinate with site construction team and Engineering department to finalize and certify the actual physical work done at site to facilitate subcontractor payments
  • Review of scope of work, project Preamble, Drawings and Specifications
  • Ensure quantity take off are done per company standards and project requirements and scheduled Scope are available in the system for Monitoring.
  • Monitoring of field design changes as per site conditions and Site TQ’s and processing of Subcontractor work payments
  • Monitoring quantity of material received by material controller, issued, and used at site by subcontractor to facilitate weekly progress
  • Evaluations of Site Instruction with Planned cost in comparison to original approved contract scope of work and identify difference in scope of works and subsequently finalize the site instruction with Planned cost and submit to through by Cost control and get approval by Company
  • Assessment of change work Orders and Variations (Subcontractor and Client) in line with the Contract of Agreement
  • Monitor flow of Payments to subcontractors against budget quantities and actual progress done
  • Evaluation of Progress Measurement submitted by Subcontractor QS and generating reports to Company’s Main system for progress Measurement and Accounting
  • Monitoring projects with respect to budgeted cost, demand forecasts, time over-runs to ensure timely execution of projects
  • Analysis of feasibility reports of various projects to locate the bottlenecks in the project for timely completion
  • Conduct Joint survey by both Parties going to site visit, and check to actual work done Progress Measurement aligned with Finalized Weekly Progress Percentage
  • Rate analysis, certification, and approvals for payments
  • Preparing deviation and variation statement for final payments of the Contractors
  • Process implementation with periodic reviews and recommendations for process improvement for business effectiveness
  • Assessment of Change Work Orders and Variations (Subcontractor and Client) in line with the Contract of Agreement
  • In depth knowledge of advanced construction work package principles and management
  • Understanding and involvement in the Risk management process
  • Prepare monthly reports and support overall project status reports, based on the project reporting calendar
  • Analyze and provide additional insight or correlations within data sets
  • Prepare cost forecast/cost analysis for each project discipline based on actual data, trends, and other relevant project performance information
  • Maintain balance between project controls systems (Cost/Schedule/Progress) from inception of original estimate through project completion
  • Support Project Risk management process and change management process
  • Participate with Closeout Report data collection
  • Perform any other related duties as required
Qualifications

Essential Qualifications and Education: 

  • Advanced Technical Education (B. Sc/M.Sc. or equivalent) or related Site Experience
  • 6-10 years of relevant experience within EPC or Construction industry
  • Contributes to a safe working environment
  • Good knowledge of MS Office
  • Autonomous yet able to work as a part of a team to ensure project goals
  • Ability to think critically, solve problems and display attentiveness to detail
  • High level of coordination skills to gather data from various project stakeholders. Demonstrated effectiveness in prioritizing multiple tasks, monitoring progress, and managing efforts to meet deadlines
  • Demonstrated effectiveness in working with others in a multifunctional team
