Key Responsibilities:

  • Act as the primary site representative, operating independently under the overall direction of the Project Manager.
  • Collaborate closely with the client and internal project teams to offer construction-related input, evaluate proposed work approaches, verify safety documentation, support permitting processes, and coordinate access to work zones and rail corridors.
  • Oversee all contract administration activities on-site and lead the field-based project team.
  • Organize, facilitate, and document all project-related meetings, ensuring accurate and timely distribution of minutes.
  • Work with engineering and client teams to resolve technical and on-site challenges.
  • Monitor construction quality and progress, assess contractor performance, evaluate schedules, payment applications, and contract modifications, and ensure environmental and regulatory compliance.
  • Analyze and respond to project developments, including delay claims, change requests, and other construction issues; provide expert insights and technical solutions.
  • Produce consistent reporting—daily, weekly, and monthly—complete with photo documentation, highlighting key milestones and concerns.
  • Perform routine inspections to validate compliance with contract requirements.
  • Supervise contractor activity including timelines, access coordination, logistics, environmental safeguards, testing, and handover procedures.
  • Maintain frequent site presence, including occasional overnight or weekend visits if required.
  • Promote safe delivery of works by ensuring adherence to all client safety and compliance frameworks.
  • Support planning efforts by contributing constructability input and participating in route planning and coordination activities using client-specified tools.
  • Engage with various stakeholders to ensure construction objectives are met efficiently, safely, and in alignment with broader project goals.

    Qualifications

    Minimum Qualifications:

    • A degree in Civil or Construction Engineering and at least 4 years of related experience, or a diploma combined with 6 years of hands-on experience in site inspections, contract management, and civil infrastructure oversight.
    • Licensed as a Professional Engineer in Ontario or able to obtain licensure within 6 months.
    • A minimum of 4 years working within active railway corridors for a Class 1 rail operator.
    • Ability to pass e-RailSafe background screening and meet eligibility requirements for secure site access.
    • This role may require travel to multiple job sites that are not accessible by public transit. A valid driver’s license and access to a personal vehicle are required.

    Preferred Qualifications:

    • Over 15 years of experience in heavy civil construction inspection, contract administration, and field supervision.
    • Extensive experience—15+ years—working within railway rights-of-way for major rail operators.
    • Strong background administering construction contracts for infrastructure projects including transit facilities, bridges, tunnels, signals, parking, and rail track systems.
    • Skilled in reviewing construction schedules, identifying critical path issues, and analyzing project delays and impacts.
    • Familiarity with safety and logistics requirements for construction within rail corridors is an asset.
    • Possession of certifications such as Certified Construction Contract Administrator (CCCA) or OACETT designations (C.E.T., C.Tech, A.Sc.T.) is preferred.
