Job Summary
TYLin is seeking a Principal Project Sponsor, Alternate Delivery with significant experience delivering major civil infrastructure transportation projects (roads and highways, water, buildings) using alternative delivery methods such as design-build. The successful candidate should have a technical background in design of one of the common major elements of these types of projects, such as civil highway and roadways, rail, transit, water or structures. Key skill sets include relationship management with construction contractor clients and compliance with commercial and legal terms of design sub-contracts. Key measures of success include completing projects in a timely manner at or above profitability targets and avoidance of claims and legal issues.
Responsibilities & Qualifications
Responsibilities:

Serve as the top-level Design Manager in charge of multi-disciplinary design teams for all phases of alternative delivery methods projects from the statement of qualifications to project close-out.

Coordinates the overall execution and design project development effort with a multi-disciplinary team including subconsultants partners and our contractor clients.

Effectively navigate and manage design subcontract commercial and legal terms and conditions including flow-downs from the prime contract with the Owner.

Participate in positioning meetings with owners, contractors, and other teaming partners.

Lead preparation of Technical Proposals during the procurement phase including identification and development of Alternative Technical Concepts ATCs, scope, schedule, and budget for delivery phase.

Prepare and implement a comprehensive project work plan including scope, schedule and budget, detailed list of deliverables, staffing plan, and Risk Register.

Ensure delivery of complete milestone design packages in accordance with the contractor’s updated schedule.

Oversee project controls throughout project delivery, implement risk management practices, development of Critical Path Method (CPM) schedules, resource loaded schedule, design budgets, earned value analysis, risk management and QA/QC.

Implement proactive and timely change management practices, looking for early resolution of any potential issues that arise during execution.

Qualifications:

P.E. license, S.E. license a plus for structural engineers.

DBIA and/or PMP Certifications are a plus.

At least 15 years’ experience in roadway / highway / rail / water/ structures design engineering.

Successful track record and extensive experience in project management for design services for multidisciplinary projects.

Successful experience serving as design manager for delivery phase on at least one prior major design-build project proposal and execution phases.

Demonstrated knowledge of resource-loaded CPM scheduling, earned value analysis, risk management and design contract commercial and legal terms and conditions.
