The Operations Manager for Thunder Bay (Liquid East / Industrial Services) provides strategic leadership and direct oversight for daily regional operations, including industrial services, liquid waste transfer, material processing, facility/truck repairs, and emergency response services.

Reporting to the District/Branch Manager, this position ensures a safe, continuous, and profitable operation while maintaining full accountability for operational margins, workforce coordination, and regulatory compliance.

Key Accountabilities & Job Duties

Operations & Financial Management

● Daily Coordination: Manage day-to-day regional operations, including scheduling, workforce planning, and emergency response dispatch.
● Reporting: Provide daily operational updates to the Branch Manager.
● Estimates & Strategy: Conduct site visits prior to quoting; collaborate with the business development team to prepare and submit comprehensive quote/tender packages.
● Resource Management: Monitor operational inventory levels in consultation with supervisors and procurement to ensure client readiness.
● Asset & Facility Oversight: Directly manage approximately 46 CVOR service vehicles, waste vehicles, heavy machinery, and regional properties conducting material processing and truck repairs.
● Financial Control: Develop annual budgets, review financial statements monthly, and optimize collections for regional profitability.

Health, Safety, & Environment (EHS)

● Safety Leadership: Enforce compliance with EHS policies, safe work practices, permit conditions, the Highway Traffic Act, and the OH&S Act.
● Committees & Meetings: Actively manage and participate in Joint Health and Safety Committees (JHSC) and regional safety meetings.
● Incident Investigation: Conduct site inspections, audits, and risk assessments;
systematically investigate safety infractions, non-compliance issues, and implement swift corrective actions.

Employee Relations & Leadership

● Team Management: Direct, motivate, and mentor approximately 37 staff employees, including supervisors, administrative assistants, drivers, laborers, mechanics, and technicians.
● Performance Tracking: Conduct annual performance reviews, Job Task Observations (JTOs), and field-level hazard assessments.
● HR Administration: Oversee standard personnel matters including hiring, onboarding, training verification, vacation scheduling, disciplinary measures, and WSIB/claims management.

Job Requirements

● Education: College Diploma or University Degree in Business, Science, or a related field (post-secondary asset).
● Experience: Minimum of 3 to 5+ years of experience in a leadership, managerial, or supervisory capacity within operations.
● Technical Knowledge: Industrial operational experience preferred, including familiarity with chemical/chemical compatibilities, waste vehicle operation, or the pulp and paper/oil and gas sectors. Demonstrate knowledge of MTO regulations and CVOR requirements.
● Licensing: AZ/DZ driver's license is an asset
● Software Proficiency: Proficient in Google Suite of Products (Gmail, Google Doc, Google Sheets, along with Microsoft Suite of Products (Word, Excel, Outlook).
● Core Competencies: Strong analytical, problem-solving, financial control, and crisis-management capabilities alongside exceptional interpersonal and presentation skills.
